CEO develops partnerships and creates opportunities for growth and empowerment in our community.
The CEO organization is comprised of over 200 employees, who together run over 15 different programs that help people rise out of poverty. Our services empower people to develop independence in all life areas. CEO gives people the tools they need to build financial stability and lead healthier, happier lives. Our programs work with individuals, families, and the larger community to improve quality of life by meeting social, emotional, financial, and educational needs.
CEO’s programs are designed to be stepping stones to long-term success. They focus on education, skill building, and connecting people to resources they need. Our goal is to break the cycle of poverty by targeting poverty at its root causes – removing barriers and supporting change.
The Commission on Economic Opportunity (CEO) was formed in 1965 as a private non-profit Community Action Agency.
Today there are over 1,100 Community Action Agencies across the country. These agencies were created after Lyndon B. Johnson signed the Economic Opportunity Act in 1964 to fight poverty by empowering the poor as a part of the War on Poverty.

Sue Rosa, President/CEO
Sue Rosa is a graduate of Russell Sage College with a BA in Public Administration and has spent 30+ years with CEO, working her way up from a Family Advocate position.
Pearl Higgins
Communications & IT Director
Pearl Higgins is the Director of Communications & IT for CEO, she has been with the organization since 2018 and has a BA in English from Skidmore College and a MA in Children’s Literature from Simmons College.
